Introduction
NETPRO is an organization which means Network for Progress. The members have contributed $1,700 with an aim of buying bags of rice and repackage them into smaller packs to distribute it to the local community from the neediest street to when the rice will be completed. As the president of the organization, I will prepare a project proposal of the project to describe the impacts and the benefits, both long-term and short-term, of the project to the community to enable them have a purpose and driving force during project implementation.
Overall Project Objective
To reduce human suffering through elimination of hunger by providing food and empowering the community to become self-reliant in access to food and food production, thereby reducing vulnerable populations in the country and the whole world.
Humanitarian Context Analysis
Food insecurity has continued to increase in the community for the past three years, making the organization to come up with the project to enhance food available through bringing together stakeholders and well-wishers to a common pool and help the community members. The proposed project is an intervention to implement lifesaving activities as outlined in the organizational mission. Having carried out successful projects in the past, such as educating people on protecting the environment through tree planting, youth empowerment programs, and joining the Red Cross in evacuating people affected by floods, the organization wants to take the advantage of this opportunity to eliminate hunger through provision of food. The project is critical to ensure that people have the energy to undertake other livelihood activities in the community. Once the project is successful, the organization will adopt supplementary projects to ensure that members are self-reliant in food production. Through needs assessment conducted in the last quarter of the previous financial year, the community needs food empowerment and support activities to reduce hunger and enhance nutritious dieting.
Description of the beneficiaries
The project is targeting 5,000 community members in four phases, each targeting 1,250 members of the community. The population is divided into streets to ensure that the neediest streets are first covered. Four needy streets have been mapped out by identifying their capacity to afford food per household. Through the help of community leaders, the neediest community members have been identified and registered. The criteria involved the number of household members, economic activities, living conditions, and health conditions of the members. When mapping the beneficiaries, absolute privacy and confidentiality was enhanced to avoid discrimination of any kind. Although the main objective of the project is to reduce immediate hunger and food insecurity, the project is aimed at adopting intervention measures both in the long-term and short-term to the beneficiaries. For example, the community members require empowerment in regular food production to enhance long-term food security. However, the commencement of the project will enhance the community’s ability to participate in following projects since “a hungry man is an angry man.” People with disabilities, the sick, and the orphans will commence, and others will follow.
Justification of the Project
Every society has a right to adequate and safe food to ensure food security. The organization successfully completed empowering Block C community members to adopt soil conservation measures as a way of improving food production. The project run for three years and ensured that the community had become self-reliant through small-scale food production. The organization took the responsibility of participating in eliminating hunger in communities to enhance progress. Also, the community will participate in Millennium Development Goals to ensure that communities are empowered to participate in enhancing their livelihoods (Riches, 2012). As a result, the organization will take part in reducing the number of people affected by hunger in the world. The organization has an advantage of good relationship with community members, making it easier to implement the project through collaboration and support. The organization has dedicated staff and volunteers who will coordinate with community leaders to ensure that every vulnerable member benefits from the project.
Complementarity
The project will complement the previous projects and the next projects the organization will implement in the future. The next phase of the project will be educating the community of several ways they can enhance food security and later provide assistance on food security intervention measures. Therefore, the project is a baseline to continuous empowerment and support to this community. The overall objective is up-scaling food security and livelihood of the community to reduce dependence and hunger. Also, the project will enhance its public relations to attract attention from major humanitarian partners such as Christian Aid, WFP, FAO, and Red Cross to partner and fund our future projects to empower communities. The organization is looking forward to reduce other food-related crisis such as insecurity and poor education levels.
Implementation Plan
The project will be implemented through the leadership of project coordinator and organizational Director. The first phase of the project will involve buying of rice in bulk and dividing it into equal portions based on the number of beneficiaries. The project will be implemented in phases and each phase will have a specific implementation period. The project committee will involve the beneficiaries to ensure that they have a say in the implementation process. Since the beneficiaries have been identified and selected, local leaders will guide the implementers to every beneficiary’s household for the delivery of food. The expected outcome is feeding approximately 5,000 vulnerable people in the community to address the immediate need for adequate and safe food. The long-term outcome is to enhance resilience and improve food independence among households to address other basic needs. Security will be provided by the local administration to enhance safety of the workers. Project implementation will be conducted during the day. The project will continue to the four identified streets throughout the planned period. The organization will conduct advocacy and lobbying during the process to attract donors to fund further projects to enhance food security in the area.
Monitoring and Evaluation
Monitoring and evaluation team will conduct an analysis of the progress of the project based on the organizational policies (Riches, 2012). Regular follow-ups of financial use and food distribution will be done to ensure that the project is transparent and benefits every targeted beneficiary. The team will develop a monitoring framework to ensure that every project activity is achieved as planned. The indicators will be user-friendly to ensure that every participant understands and participates in the project. Monitoring tools will be used to measure the success or failure of the project. The team will guide the beneficiaries to reflect on how the project has benefitted them and what they would want the organization to improve on in future. Community meetings and reviews will be conduct regularly to ensure that the project plan and implemented activities goes hand in hand to avoid delay in project implementation. Monitoring and evaluation will also enhance accountability to avoid discrimination or omission of beneficiaries. Additionally, every funding of the project must be used for the purpose it is intended for to enhance effective implementation.
